The net changes in outlays that are subject to those procedures are shown here. H.R. 3385 would allow the Secretary of Homeland Security and the Secretary of State to waive the requirement that Afghans who qualify for special immigrant visas receive a medical exam before traveling to the United States. That waiver would enable Afghan special immigrants to arrive in the United States sooner than they could under current law. Afghan special immigrants are eligible upon entry into the United States for all federal benefit programs if they meet the other eligibility standards for those programs.
