2019, both of which were previously reported in the House, and together constitute the Interior, Environment, Financial Services, and General Government
Appropriations Act, 2019. With a few exceptions, Division A contains the text of H.R. 6147 as reported on June 19, 2018 (Interior and Environment), and
Division B contains the text of H.R. 6258 as reported on June 28, 2018 (Financial Services).
a. In fiscal year 2019, most discretionary budget authority is subject to limits as described in the Budget Control Act of 2011 (P.L. 112-25), as amended by
  the Bipartisan Budget Act of 2018 (P.L. 115-123). For fiscal year 2019, those limits total $1,244,000 million-$647,000 million for defense programs
  (statutorily referred to as the revised security category) and $597,000 million for nondefense programs (statutorily referred to as the revised nonsecurity
  category).
b. CBO estimates that various provisions in Division B of RCP 115-81 (Financial Services) would have significant budgetary effects that are not reflected
  in this report. Those provisions would, among other things: affect direct spending from the off-budget Postal Service Fund; alter the sources and amount
  of revenues collected by the federal government; and amend laws governing the regulation of the financial industry. For more information on those
