Under the bill, state energy security plans would include assessments of current energy plans and proposed methods to strengthen the physical and cybersecurity of a state's energy infrastructure. In 2019, DOE allocated $55 million for a similar grant program. Based on spending patterns for that program and assuming appropriation of the authorized amounts, CBO estimates that implementing S. 2094 would cost $212 million over the 2020-2024 period and $238 million after 2024. The costs of the legislation (detailed in Table 1) fall within budget function 270 (energy).
