SUMMARY

S. 3041 would amend and authorize appropriations for several programs administered by
the Federal Emergency Management Agency (FEMA). CBO estimates that implementing
the bill would cost $2.4 billion over the 2019-2023 period, assuming appropriation of the
authorized and necessary amounts.

CBO estimates that enacting S. 3041 would increase direct spending by $45 million over
the 2019-2028 period and would decrease revenues by an insignificant amount in each
year. Therefore, pay-as-you-go procedures apply.

CBO estimates that enacting S. 3041 would not increase net direct spending or on-budget
deficits in any of the four consecutive 10-year periods beginning in 2029.

S. 3041 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act (UMRA).


ESTIMATED COST TO THE FEDERAL GOVERNMENT

The estimated budgetary effect of S. 3041 is shown in the following table. The costs of
the legislation fall within budget function 450 (community and regional development).
