      Clarity on Small Business Participation in Category Management
                                    Act of 2018

            As passed by the House of Representatives on September 25, 2018


 H.R. 6382 would require the Federal Procurement Database System (FPDS) to include a
 field to indicate when a best in class contract is used.' The legislation also would require
 the Small Business Administration (SBA) to include information about the total amount
 of spending across the government on contracts designated as best in class and the
 amount spent on goods and services from certain small businesses in an existing annual
 report.

 Using information from the General Services Administration, CBO estimates that
 updating the FPDS to include that new field would cost the agency less than $500,000;
 such spending would be subject to the availability of appropriated funds.

 Using information from the SBA, CBO estimates that including the required information
 in the existing report would cost the agency less than $500,000; such spending would be
 subject to the availability of appropriated funds.

 Enacting H.R. 6382 would not affect direct spending or revenues; therefore, pay-as-you-
 go procedures do not apply.

 CBO estimates that enacting H.R. 6382 would not increase net direct spending or on-
 budget deficits in any of the four consecutive 10-year periods beginning in 2029.

 H.R. 6382 contains no intergovernmental or private-sector mandates as defined in the
 Unfunded Mandates Reform Act.
