Section 2 would prohibit future auctions of leases for oil and gas development in the Atlantic and Pacific regions of the Outer Continental Shelf. Section 3 would establish permanent fees for inspections of offshore oil and gas leases; collections from those fees would be recorded as reductions in direct spending. CBO has not completed an estimate of the effect of Rules Committee Print 116-31 with the Manager's Amendment on spending subject to appropriation or an analysis of intergovernmental and private-sector mandates as defined in the Unfunded Mandates Reform Act. CBO estimates that enacting the legislation, with the Manager's amendment, would not affect revenues.
