S. 2540 would make technical changes to, but not substantively alter, provisions of title 6,
U.S. Code, which govern the authority of the Cybersecurity and Infrastructure Security
Agency (CISA).
S. 2540 would not impose any new requirements or duties on CISA. As a result, CBO
estimates that enacting the bill would have no effect on the federal budget.
