Under current law, that authorization expires at the end of 2019. In 2018 and 2019, the NPS allocated about $2 million each year for the program. Assuming appropriation of the authorized amounts, CBO estimates that implementing H.R. 2427 would cost $13 million over the 2019-2024 period and $5 million after 2024. The costs of the legislation (detailed in Table 1) fall within budget function 300 (natural resources and environment).
