CONGRESSIONAL BUDGET OFFICE
           COST ESTIMATE

July 11, 2018

SUMMARY

S. 2645 would direct the Department of Justice (DOJ) to make grants to five states to
increase participation in programs to collect and dispose of unused prescription drugs.
CBO estimates that implementing S. 2645 would cost $19 million over the 2019-2023
period, assuming appropriation of the necessary funds.

Enacting the bill would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply.

CBO estimates that enacting S. 2645 would not increase net direct spending or on-budget
deficits in any of the four consecutive 10-year periods beginning in 2029.

S. 2645 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act (UMRA).
