MEMORANDUM FOR THE RECORD

SUBJECT: Annual Weapons List
Attached is the current version of Selected Weapons Costs from the President's 1991
Program. The primary sources for the budget authority and quantities were the
Congressional Data Sheets (CDS) and the Selected Acquisition Reports (SARs) submitted
to Congress in April 1990. CBO outlay rates were used to estimate the outlays. The
attached list is organized by service, with Army weapons data starting on page A-1, Navy
and Marine Corps data starting on page N-1, and Air Force data starting on page F1. Joint
service or DoD programs are included at the end, starting on page J-1. For those systems
where an** was used, the data were either classified or to-be-determined according to
DoD.
For the most part, DoD adjusted last year's estimates only for inflation and
consistency with the 1991 budget request. Therefore, the dollar amounts reflected for 1992
through 1995 may not be consistent with the Administration's targeted budget levels for
those years. DoD reports that programmatic changes are currently under review, as
directed by Secretary of Defense Cheney in November 1989. In all likelihood, several
programs will realize significant budget authority and outlay reductions.
On April 26, 1990 Secretary Cheney announced the results of a review of four major
aircraft programs: the B-2 bomber, C-17 transport, A-12/Advanced Tactical Aircraft
(ATA), and Advanced Tactical Fighter (ATF/NATF). While none were recommended for
cancellation, all four programs would realize production stretchouts with total forces for
three of them reduced. Other reviews are underway for the Army's LHX helicopter, the
Navy's DDG-51 destroyer, and the Strategic Defense Initiative. In addition, the Washington
Post recently reported that the Service secretaries submitted spending documents for the
1990s to Secretary Cheney which plan to reduce budget authority and outlays for several
weapons systems, including the Navy's Trident ballistic missile submarine, the Navy's new
attack submarine, the Air Force's MX-rail garrison and Midgetman intercontinental ballistic
rmissiles, and the Air Force's advanced cruise missile. Those programs for which a change
is anticipated have been noted herein, although no estimate of the revised budget authority
and outlays is provided.
