/1/ Title XXI of the Social Security Act authorizes SCHIP through March of 2009. Consistent with statutory guidelines, CBO assumes in its baseline spending
projections that funding for the program in later years will continue at $5.0 billion, the base amount provided for the first half of fiscal year 2009.
/2/ These figures were calculated by taking state projections for spending in 2008 and 2009, adjusting them in later years to account for increases in health
spending per enrollee and the projected number of enrollees (due both to population growth and increases in the number of uninsured), and then comparing
those spending levels to available funds under baseline assumptions. These calculations assume no increase in eligibility rules or benefit packages after
2008, but take into account reduced coverage for non pregnant adults under current law.
/3/ Current SCHIP program funding rules do not directly target funds to states whose spending exceeds available funding. The added SCHIP spending
shown here assumes additional funds would be targeted to the affected states. Otherwise, a greater increase in funding would be needed.
/4/ Enrollment figures represent the total number of individuals who could be covered at any time during the year based on per capita spending amounts for
all individuals enrolled at any point during 2007, with adjustments for growth in future years. SCHIP beneficiaries are generally enrolled for only part of the
year, so enrollment on an average monthly basis would be about 60 percent of these figures and are shown above for both baseline and current services
estimates. These figures do not include enrollment in the U.S. territories.
