Although CBO and JCT have worked closely with the staff ofthe committee, the estimate does not reflect detailed specifications for all provisions or final legislative language and must therefore be regarded as preliminary. Also, we have not had time to analyze the proposal's impact on employment or the economy or to review other considerations affecting the proposal's design and implementation. Inc Robert D.
