handle is hein.congrec/cbo3886 and id is 1 raw text is: CONGRESSIONAL BUDGET OFFICE U COST ESTIMATE November 3, 2017 H.R. 2601 Veterans Increased Choice for Transplanted Organs and Recovery Act of 2017 As ordered reported by the House Committee on Veterans' Affairs on November 2, 2017 H.R. 2601 would expand the Veterans Choice Program (VCP) to include eligible veterans in need of organ transplants. Under current law, VCP pays for certain veterans to receive health care from participating providers in the private sector. At the beginning of fiscal year 2018, VCP had about $2 billion in available funds; CBO expects those funds to be completely committed by the end of the year. The program will terminate once its funding is exhausted. As a result, CBO estimates that implementing the bill would have no budgetary effect. Enacting H.R. 2601 would not affect direct spending or revenues; therefore, pay-as-you- go procedures do not apply. CBO estimates that enacting H.R. 2601 would not increase net direct spending or on- budget deficits in any of the four consecutive 10-year periods beginning in 2028. H.R. 2601 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act. The CBO staff contact for this estimate is Ann E. Futrell.
