                                  H.R. 1159
               United States and Israel Space Cooperation Act

     As ordered reported by the House Committee on Science, Space, and Technology
                              on September 28, 2017


 H.R. 1159 would require the National Aeronautics and Space Administration (NASA) to
 continue working with the Israel Space Agency (ISA) to identify areas of collaboration in
 peaceful space exploration. In October 2015, NASA and ISA signed an agreement that
 established a framework for cooperation in space exploration between the two agencies.

 CBO estimates that implementing the bill would have no significant effect on the federal
 budget. According to NASA, the agency is already working with ISA to implement the
 terms and conditions of the agreement.

 Enacting H.R. 1159 would not affect direct spending or revenues; therefore, pay-as-you-
 go procedures do not apply. CBO estimates that enacting H.R. 1159 would not increase
 net direct spending or on-budget deficits in any of the four consecutive 10-year periods
 beginning in 2028.

 H.R. 1159 contains no intergovernmental or private-sector mandates as defined in the
 Unfunded Mandates Reform Act.
