                               on July 27, 2017


SUMMARY

H.R. 880 would establish a grant program for qualified military personnel to provide
trauma care in civilian trauma centers. The bill would provide a total of $15 million
annually for grants to eligible trauma centers through fiscal year 2022.

CBO estimates that implementing H.R. 880 would cost $63 million over the 2018-2022
period, assuming appropriation of the specified amounts.

Pay-as-you-go procedures do not apply to this legislation because it would not affect direct
spending or revenues. CBO estimates that enacting H.R. 880 would not increase net direct
spending or on-budget deficits in any of the four consecutive 10-year periods beginning in
2028.

H.R. 880 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act (UMRA) and would impose no costs on state, local, or
tribal governments.


ESTIMATED COST TO THE FEDERAL GOVERNMENT

The estimated budgetary effect of H.R. 880 is shown in the following table. The costs of
this legislation fall within budget function 550 (health).
