In addition, H.R. 3672 designates those funds as emergency requirements pursuant to section 25 1(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985; the discretionary spending limits for fiscal year 2017 would be adjusted to accommodate those amounts.
