  Ensuring   Veteran   Enterprise  Participation  in Strategic Sourcing  Act

          As ordered reported by the House Committee on Veterans' Affairs

H.R. 2781 would require the Department of Veterans Affairs (VA) to certify that a certain
number of veteran-owned businesses are represented in each category of contracts awarded
under the General Services Administration's (GSA's) Federal Strategic Sourcing Initiative
(FSSI). In addition, a similar certification would be required for businesses owned by
veterans who have service-connected disabilities. VA and GSA would be required to
develop a plan to increase the number of such contracts or to stop awarding contracts under
a particular category in the event that an insufficient number of contracts were awarded to
veteran-owned businesses.

On the basis of information from VA, CBO estimates that implementing H.R. 2781 would
cost less than $500,000 for certifying contracts under the FSSI over the 2017-2022 period,
subject to the availability of appropriations. CBO has no basis for determining if VA and
GSA  would stop awarding any contracts under the bill.

Enacting H.R. 2781 would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply.

CBO  estimates that enacting H.R. 2781 would not increase net direct spending or
on-budget deficits in any of the four consecutive 10-year periods beginning in 2028.

H.R. 2781 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates  Reform Act and would not affect the budgets of state, local, or tribal
governments.
