     Veterans  Appeals  Improvement and Modernization Act of 2017

          As ordered reported by the Senate Committee on Veterans' Affairs
                               on June 28, 2017


SUMMARY

S. 1024 would modify the appeals process for benefit claims at the Department of Veterans
Affairs (VA) and would require VA and the Government Accountability Office (GAO) to
produce several reports. CBO estimates that implementing S. 1024 would cost about
$2 million over the 2017-2022 period; such spending would be subject to the availability of
appropriated funds.

Enacting the bill would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply. CBO estimates that enacting S. 1024 would not increase net direct
spending or on-budget deficits in any of the four consecutive 10-year periods beginning in
2028.

S. 1024 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act (UMRA)  and would not affect the budgets of state, local,
or tribal governments.


ESTIMATED COST TO THE FEDERAL GOVERNMENT

The estimated budgetary effect of S. 1024 is shown in the following table. The costs of this
legislation fall within budget function 700 (veterans benefits and services).
