  As ordered reported by the House Committee on Homeland Security on May 3, 2017


H.R. 2283 would direct the Department of Homeland Security (DHS) to develop a plan to
improve employee morale and enhance communications within the department. The bill
also would require the Government Accountability Office (GAO) to investigate and assess
the consistency and fairness of disciplinary actions imposed on DHS employees. Based on
information from DHS and the costs of similar activities, CBO estimates that
implementing the bill's provisions would cost about $1 million in fiscal year 2018 for the
GAO  report and additional DHS administrative tasks. Such spending would be subject to
the availability of appropriated funds.

Enacting the legislation would not affect direct spending or revenues; therefore,
pay-as-you-go procedures do not apply. CBO estimates that enacting H.R. 2283 would not
increase net direct spending or on-budget deficits in any of the four consecutive 10-year
periods beginning in 2028.

H.R. 2283 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform  Act and would not affect the budgets of state, local, or tribal
governments.
