                               on May 24, 2017


SUMMARY

H.R. 2548 would authorize appropriations for the administration and operation of the
Federal Emergency Management Agency (FEMA)  and for the National Domestic
Preparedness Consortium (NDPC) from 2018 through 2020. The bill also would require
FEMA's  National Advisory Council (NAC) to complete a comprehensive study of disaster
costs and federal disaster assistance.

CBO  estimates that implementing H.R. 2548 would cost about $3.7 billion over the
2018-2022 period, assuming appropriation of the authorized and necessary amounts.
Enacting H.R. 2548 would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply.

CBO  estimates that enacting the legislation would not increase net direct spending or
on-budget deficits in any of the four consecutive 10-year periods beginning in 2028.

H.R. 2548 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act (UMRA)  and would impose no costs on state, local, or
tribal governments.


ESTIMATED COST TO THE FEDERAL GOVERNMENT

The estimated budgetary effect of H.R. 2548 is shown in the following table. The costs of
this legislation fall within budget function 450 (community and regional development).
