SUMMARY

The Department of Homeland Security (DHS) is responsible for ensuring the security of
the nation's transportation systems, particularly at points of entry into the United States by
air, land, and sea. S. 763 would authorize appropriations totaling $2.5 billion for grants to
enhance the security of surface and maritime transportation systems and the bill also would
require DHS to pursue a range of activities aimed at identifying and addressing the
vulnerabilities of such systems. Assuming appropriation of the estimated and authorized
amounts, CBO  estimates that implementing S. 763 would cost $1.3 billion over the
2018-2022 period, and an additional $1.2 billion after 2022.

Enacting the bill would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply. CBO estimates that enacting S. 763 would not increase net direct
spending or on-budget deficits in any of the four consecutive 10-year periods beginning in
2028.

S. 763 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform  Act (UMRA)  and would impose no costs on state, local, or
tribal governments.


ESTIMATED COST TO THE FEDERAL GOVERNMENT

The estimated budgetary effect of S. 763 is shown in the following table. The costs of this
legislation fall within budget functions 450 (community and regional development) and
400 (transportation).
