   Small  and Rural  Community Clean Water Technical Assistance Act

                                on April 5, 2017


SUMMARY

S. 518 would authorize the appropriation of $25 million annually over the 2018-2022
period for the Environmental Protection Agency to provide grants for training and
technical assistance to water treatment works owned by public entities that serve
communities with populations of fewer than 75,000 individuals. CBO estimates that
implementing S. 518 would cost $73 million over the next five years, assuming
appropriation of the authorized amounts.

Enacting the bill would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply. CBO estimates that enacting S. 518 would not increase net
direct spending or on-budget deficits in any of the four consecutive 10-year periods
beginning in 2028.

S. 518 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act (UMRA)   and would impose no costs on state, local, or
tribal governments.


ESTIMATED COST TO THE FEDERAL GOVERNMENT

The estimated budgetary impact of S. 518 is shown in the following table. The costs of
this legislation fall within budget function 300 (natural resources and environment).
