                  Disaster  Declaration  Improvement Act

           As ordered reported by the House Committee on Transportation
                      and Infrastructure on March 29, 2017


H.R. 1665 would direct the Federal Emergency Management Agency (FEMA) to give
greater consideration to the local effects of disaster events when reviewing state or tribal
requests for a major disaster declaration. Under current law, FEMA considers the extent of
both statewide and localized damage when determining whether to recommend that the
President issue such a declaration. Based on an analysis of information provided by
FEMA,  CBO  estimates that FEMA would incur no additional costs to implement this bill.

Enacting H.R. 1665 would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply. CBO estimates that enacting the legislation would not increase
net direct spending or on-budget deficits in any of the four consecutive 10-year periods
beginning in 2028.

H.R. 1665 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would impose no costs on state, local, or tribal
governments.
