Michael Conaway Chairman Committee on Agriculture U.S. House of Representatives Washington, DC 20515 Dear Mr. Chairman: The Congressional Budget Office has reviewed H.R. 2154, a bill to rename the Red River Valley Agricultural Research Center in Fargo, North Dakota, as the Edward T. Schafer Agricultural Research Center, as ordered reported by the House Committee on Agriculture on May 3, 2017. CBO estimates that enacting this legislation would have no significant effect on the federal budget and would not affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates that enacting the legislation would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2028. The bill contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal governments.
