   to educational assistance under the Post-9/11 Educational  Assistance
   Program   of the Department  of Veterans  Affairs for members  of the
                 Armed  Forces  awarded  the Purple  Heart

          As ordered reported by the House Committee on Veterans' Affairs
                              on March 8, 2017


SUMMARY

Enacting H.R. 1379 would increase the amount paid under the Post-9/1 1 GI Bill
(Chapter 33) for the education benefits of certain veterans who have been awarded the
Purple Heart. Those higher payments would increase direct spending by $65 million over
the 2018-2027 period, CBO estimates.

Pay-as-you-go procedures apply because enacting the legislation would affect direct
spending. Enacting the bill would not affect revenues.

CBO  estimates that enacting the legislation would not increase net direct spending or
on-budget deficits by more than $5 billion in any of the four consecutive 10-year periods
beginning in 2028.

H.R. 1379 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act (UMRA) and would impose no costs on state, local, or
tribal governments.


ESTIMATED COST TO THE FEDERAL GOVERNMENT

The estimated budgetary effect of H.R. 1379 is shown in the following table. The costs of
this legislation fall within budget function 700 (veterans benefits and services).
