Dear Mr. Chairman:

The Congressional Budget Office has reviewed H.R. 455, a bill to designate
the United States Courthouse located at 501 East Court Street in Jackson,
Mississippi, as the R. Jess Brown United States Courthouse, as ordered
reported by the House Committee on Transportation and Infrastructure on
March  29, 2017.

CBO  estimates that enacting this legislation would have no significant
effect on the federal budget and would not affect direct spending or
revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates
that enacting the legislation would not increase net direct spending or
on-budget deficits in any of the four consecutive 10-year periods beginning
in 2028.

The bill contains no intergovernmental or private-sector mandates as
defined in the Unfunded Mandates Reform Act and would not affect the
budgets of state, local, or tribal governments.
