SUMMARY

CBO  estimates that implementing S. 178 would cost $21 million over the 2018-2022
period for programs in the Department of Justice (DOJ) and the Department of Health and
Human  Services (HHS) to combat abuse of the elderly, assuming appropriation of the
necessary amounts.

Enacting the bill could affect revenues and associated direct spending; therefore,
pay-as-you-go procedures apply. However, we estimate that any such effects would be
insignificant in any year and over the 2017-2027 period.

CBO  estimates that enacting S. 178 would not increase net direct spending or on-budget
deficits in any of the four consecutive 10-year periods beginning in 2028.

S. 178 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act (UMRA)  and would impose no costs on state, local, or
tribal governments.


ESTIMATED COST TO THE FEDERAL GOVERNMENT

The estimated budgetary effect of S. 178 is shown in the following table. The costs of this
legislation fall within budget functions 500 (education, training, employment, and social
services) and 750 (administration of justice).
