SUMMARY

H.R. 634 would eliminate the Election Assistance Commission (EAG) and transfer some
of its responsibilities to the Federal Election Commission (FEC). The Office of
Management  and Budget (OMB) would be responsible for winding down the EAC's
contracts and agreements, and the commission would terminate within 60 days of the
bill's enactment.

CBO  estimates that implementing H.R. 634 would reduce discretionary costs by
$40 million over the 2018-2022 period, assuming future appropriations are lower by the
estimated amounts. Enacting the bill would affect direct spending because we expect
some EAC  employees would retire earlier than they otherwise would; therefore, pay-as-
you-go procedures apply. CBO estimates, however, that on net those changes would not
be significant. Enacting the bill would not affect revenues.

CBO  estimates that enacting H.R. 634 would not increase net direct spending or on-
budget deficits in any of the four consecutive 10-year periods beginning in 2028.

H.R. 634 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act (UMRA)  and would impose no costs on state, local, or
tribal governments.

The estimated budgetary impact of H.R. 634 is shown in the following table. The costs of
this legislation fall within budget function 800 (general government).
