       Inspiring the Next Space Pioneers, Innovators, Researchers,
                   and Explorers (INSPIRE) Women Act

    As reported by the Senate Committee on Commerce, Science, and Transportation
                             on September 26, 2016


H.R. 4755 would direct the National Aeronautics and Space Administration (NASA) to
continue its support of programs designed to encourage women and girls to study science,
technology, engineering, and mathematics and pursue careers in aerospace. The act would
require NASA to report to the Congress regarding its existing activities surrounding such
programs and to identify how NASA might develop a program to engage female students
in kindergarten through high school studying science, mathematics, and technological
subjects with current and retired astronauts, scientists, engineers, and innovators.

Because NASA is already undertaking such efforts, CBO estimates that implementing the
legislation would have no significant cost. Enacting H.R. 4755 would not affect direct
spending or revenues; therefore, pay-as-you-go procedures do not apply.

CBO estimates that enacting H.R. 4755 would not increase net direct spending or
on-budget deficits in any of the four consecutive 10-year periods beginning in 2027.

H.R. 4755 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal
governments.
