                  Securing our Agriculture and Food Act

         As ordered reported by the House Committee on Homeland Security
                             on September 13, 2016


H.R. 5346 would amend the Homeland Security Act of 2002 to authorize a program within
the Department of Homeland Security's Office of Health Affairs to coordinate efforts to
defend U.S. food, agriculture, and veterinary systems against terrorism.

CBO estimates that implementing H.R. 5346 would cost less than $500,000 a year; such
spending would be subject to the availability of appropriated funds. In 2016, the
department allocated about $450,000 for this activity.

Enacting H.R. 5346 would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply.

CBO estimates that enacting H.R. 5346 would not increase net direct spending or
on-budget deficits in any of the four consecutive 10-year periods beginning in 2027.

H.R. 5346 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal
governments.
