    As ordered reported by the Senate Committee on Energy and Natural Resources
                                on July 13, 2016


 H.R. 959 would direct the Secretary of the Interior to study the suitability and feasibility of
 designating the Medgar Evers House in Jackson, Mississippi, as a unit of the National Park
 System. Assuming the availability of appropriated funds, CBO estimates that carrying out
 the proposed study would cost about $200,000. Enacting H.R. 959 would not affect direct
 spending or revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates
 that enacting H.R. 959 would not increase net direct spending or on-budget deficits in any
 of the four consecutive 10-year periods beginning in 2027.

 H.R. 959 contains no intergovernmental or private-sector mandates as defined in the
 Unfunded Mandates Reform Act and would impose no costs on state, local, or tribal
 governments.

 On July 28, 2015, CBO transmitted a cost estimate for H.R. 959, as ordered reported by the
 House Committee on Natural Resources on July 9, 2015. The two versions of the
 legislation are the same and CBO's estimate of their budgetary effects are the same.
