         As ordered reported by the House Committee on Homeland Security
                                on June 8, 2016


H.R. 5390 would rename the National Protection and Programs Directorate (NPPD) of the
Department of Homeland Security (DHS) as the Cybersecurity and Infrastructure
Protection Agency. The bill also would consolidate certain missions of NPPD under two
new divisions: the Cybersecurity Division and the Infrastructure Protection Division.
Based on information from DHS, CBO has concluded that the bill would largely codify the
department's existing plans to reorganize NPPD and would not impose any new operating
requirements on the agency. On that basis, CBO estimates that implementing H.R. 5390
would have no significant effect on the federal budget.

Enacting H.R. 5390 would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply.

CBO  estimates that enacting H.R. 5390 would not increase net direct spending or
on-budget deficits in any of the four consecutive 10-year periods beginning in 2027.

H.R. 5390 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would impose no costs on state, local, or tribal
governments.
