              Leveraging  Emerging   Technologies   Act of 2016

         As ordered reported by the House Committee on Homeland Security
                                on June 8, 2016


H.R. 5389 would direct the Department of Homeland Security (DHS), within six months of
the bill's enactment, to develop a strategy to work with emerging technology firms to
improve DHS  programs. Based on information from DHS, CBO estimates that devising
the strategy would cost less than $500,000; such spending would be subject to the
availability of appropriated funds.

Enacting the legislation would not affect direct spending or revenues; therefore,
pay-as-you-go procedures do not apply. CBO estimates that enacting H.R. 5389 would not
increase net direct spending or on-budget deficits in any of the four consecutive 10-year
periods beginning in 2027.

H.R. 5389 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal
governments.
