Under the Community  Oriented Policing Services (COPS) program, the Department of
Justice makes grants to state, local, and tribal governments and other entities. Recipients of
the grants may use the funds for hiring law enforcement officers, providing equipment and
training for those personnel, and for more than a dozen other related activities. (For fiscal
year 2016, the Congress appropriated about $200 million for this program.) S. 2840 would
specifically permit grant recipients to use funds to train officers to respond to active
shooters. CBO estimates that implementing the bill would have no budgetary effect
because it would not affect amounts authorized to be appropriated for the program.

Enacting the legislation would not affect direct spending or revenues; therefore,
pay-as-you-go procedures do not apply. CBO estimates that enacting S. 2840 would not
increase net direct spending or on-budget deficits in any of the four consecutive 10-year
periods beginning in 2027.

S. 2840 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates  Reform Act and any costs incurred would result from participation in
a voluntary federal program.
