SUMMARY

H.R. 4599 would permit pharmacists to fill only part of a prescription for drugs that are
listed in Schedule II of the Controlled Substances Act upon the request of the prescribing
physician or the patient.

CBO  estimates that enacting H.R. 4599 would reduce direct spending by about
$122 million over the 2017-2026 period. Pay-as-you-go procedures apply because
enacting the legislation would affect direct spending. The legislation would not affect
revenues or spending subject to appropriation.

CBO  estimates that enacting the legislation would not increase net direct spending or
on-budget deficits in any of the four consecutive 10-year periods beginning in 2027.

H.R. 4599 contains no intergovernmental or private sector mandates as defined in the
Unfunded Mandates Reform Act (UMRA)  and would impose no costs on state, local, or
tribal governments. CBO estimates that states would realize savings in their spending for
Medicaid of about $20 million over the 2017-2026 period.


ESTIMATED COST TO THE FEDERAL GOVERNMENT

The estimated budgetary effect of H.R. 4599 is shown in the following table. The costs of
this legislation fall within budget functions 550 (health) and 570 (Medicare)
