      Dear Mr. Chairman:

      The Congressional Budget Office has reviewed H.R. 4957, a bill to
      designate the federal building located at 99 New York Avenue, N.E., in the
      District of Columbia as the Ariel Rios Federal Building, as ordered
      reported by the House Committee on Transportation and Infrastructure on
      April 20, 2016.

      CBO estimates that enacting this legislation would have no significant
      impact on the federal budget and would not affect direct spending or
      revenues; therefore, pay-as-you-go procedures do not apply. CBO estimates
      that enacting the legislation would not increase net direct spending or
      on-budget deficits in one or more of the four consecutive 10-year periods
      beginning in 2027.

      The bill contains no intergovernmental or private-sector mandates as
      defined in the Unfunded Mandates Reform Act and would not affect the
      budgets of state, local, or tribal governments.
