     United States Naval Station Guantanamo Bay Preservation Act

           As ordered reported by the House Committee on Foreign Affairs
                               on March 16, 2016


H.R. 4678 would prohibit the President from modifying, repealing, or replacing the current
lease agreement for the U.S. Naval Station in Guantanamo Bay, Cuba, unless authorized to
do so by the Congress through legislation, a new treaty ratified by the Senate, or a
modification of the existing U.S. treaty with Cuba that would be ratified by the Senate. The
Administration has stated that it does not intend to leave the naval base or alter the terms of
the current lease agreement; therefore, CBO estimates that implementing the bill would
have no effect on the federal budget.

Pay-as-you-go procedures do not apply because enacting H.R. 4678 would not affect direct
spending or revenues. CBO estimates that enacting H.R. 4678 would not increase net direct
spending or on-budget deficits in any of the four consecutive 10-year periods beginning in
2027.

H.R. 4678 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal
governments.
