                             on December 9, 2015


SUMMARY

S. 1886 would reauthorize the Integrated Coastal and Ocean Observation System Act. The
bill also would modify existing reporting and planning requirements under the Federal
Ocean Acidification Research and Monitoring Act. Based on information provided by the
National Oceanic and Atmospheric Administration (NOAA), CBO estimates that
implementing S. 1886 would cost $91 million over the 2017-2021 period, assuming
appropriation of the necessary amounts. Enacting the bill would not affect direct spending
or revenues; therefore, pay-as-you-go procedures do not apply.

CBO estimates that enacting the legislation would not increase net direct spending or
on-budget deficits in any of the four consecutive 10-year periods beginning in 2027.

S. 1886 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act (UMRA) and would impose no costs on state, local, or
tribal governments.

The estimated budgetary effect of S. 1886 is shown in the following table. The costs of this
legislation fall within budget function 300 (natural resources and environment).
