  An act to amend the Department of Energy Organization Act and the
  Local Public Works Capital Development and Investment Act of 1976
                 to modernize terms relating to minorities

          As passed by the House of Representatives on February 29, 2016


CBO estimates that implementing H.R. 4238 would have no effect on the federal budget.
The legislation would amend provisions of law to modernize terms that refer to certain
minority and ethnic groups for purposes of certain federal programs. Based on information
from the Department of Energy, CBO estimates that the proposed changes would not affect
federal costs to implement such programs, which are subject to appropriation.

Because H.R. 4238 would not affect direct spending or revenues, pay-as-you-go
procedures do not apply. CBO estimates that enacting H.R. 4238 would not increase net
direct spending or on-budget deficits in any of the four consecutive 10-year periods
beginning in 2027.

H.R. 4238 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal
governments.
