                         National Bison Legacy Act

  As ordered reported by the House Committee on Oversight and Government Reform
                               on March 1, 2016


H.R. 2908 would establish the North American bison as the national mammal of the
United States. The legislation would not change any plan, policy, management decision,
or regulation of the federal government. Thus, CBO estimates that implementing the
legislation would have no effect on the federal budget. Because enacting the bill would
not affect direct spending or revenues, pay-as-you-go procedures do not apply.

CBO estimates that enacting H.R. 2908 would not increase net direct spending or
on-budget deficits in any of the four consecutive 10-year periods beginning in 2027.

H.R. 2908 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal
governments.
