                  Grand   Canyon   Bison  Management Act

        As reported by the Senate Committee on Energy and Natural Resources
                             on December 16, 2015


S. 782 would require the National Park Service (NPS) to publish a management plan to
humanely reduce the population of bison in the Grand Canyon National Park within 180
days of enactment of the legislation. Based on information provided by the NPS, CBO
expects that publishing the management plan within that timeframe would require the
agency to expedite its ongoing planning process and increase discretionary costs by an
insignificant amount.

Enacting S. 782 would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply. CBO estimates that enacting S. 782 would not increase net direct
spending or on-budget deficits in any of the four consecutive 10-year period beginning in
2026.

S. 782 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal
governments.
