November  13, 2015


H.R. 3842 would aim to improve the effectiveness of the Federal Law Enforcement
Training Center (FLETC) in the Department of Homeland Security; FLETC provides
training to law enforcement agencies. FLETC is currently carrying out many activities
similar to those required by the bill, and CBO estimates that implementing H.R. 3842
would not significantly affect spending by the center.

Because enacting the legislation would not affect direct spending or revenues,
pay-as-you-go procedures do not apply. CBO estimates that enacting H.R. 3842 would not
increase net direct spending or on-budget deficits in any of the four consecutive 10-year
periods beginning in 2026.

H.R. 3842 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act.
