         As ordered reported by the House Committee on Homeland Security
                             on September 30, 2015


H.R. 3505 would aim to improve the process for granting security clearances to employees
of the Department of Homeland Security (DHS) by requiring the department to provide
training to certain employees, carry out compliance audits, and prepare reports to the
Congress. DHS is currently carrying out some activities similar to those required by the
bill. Based on information from the department, CBO estimates that implementing
H.R. 3505 would cost about $1 million over the 2016-2020 period; such spending would
be subject to the availability of appropriated funds.

Because enacting the legislation would not affect direct spending or revenues,
pay-as-you-go procedures do not apply. CBO also estimates that enacting H.R. 3505 would
not increase net direct spending or on-budget deficits in any of the four consecutive
10-year periods beginning in 2026.

H.R. 3505 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal
governments.
