                                 H.R. 3350
Know the CBRN Terrorism Threats to Transportation Act

As ordered reported by the House Committee on Homeland Security
                             on September 30, 2015

H.R. 3350 would require the Department of Homeland Security (DHS), within 90 days of
the bill's enactment, to prepare a threat assessment relating to the transportation of
chemical, biological, nuclear, and radiological materials throughout the United States. The
department is currently carrying out activities similar to those required by the bill, and
CBO estimates that implementing H.R. 3350 would not significantly affect DHS spending.

Because enacting the legislation would not affect direct spending or revenues,
pay-as-you-go procedures do not apply.

CBO estimates that enacting H.R. 3350 would not increase net direct spending or
on-budget deficits in any of the four consecutive 10-year periods beginning in 2026.

H.R. 3350 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal
governments.

The CBO staff contact for this estimate is Mark Grabowicz. The estimate was approved by
H. Samuel Papenfuss, Deputy Assistant Director for Budget Analysis.
