         As ordered reported by the House Committee on Homeland Security
                              on September 30, 2015


H.R. 3144 would require the Administrator of the Transportation Security Administration
(TSA) to consult with the Aviation Security Advisory Committee before making any
changes to TSA's list of items that are prohibited on airplanes. The bill also would require
the Secretary of Homeland Security to report to the Congress on activities of the
Transportation Security Oversight Board.

Based on information from TSA about the cost of similar efforts, CBO estimates that
meeting the requirements of H.R. 3144 would cost less than $500,000; any such spending
would be subject to the availability of appropriated funds. Enacting H.R. 3144 would not
affect direct spending or revenues; therefore, pay-as-you-go procedures do not apply.

CBO  estimates that enacting H.R. 3144 would not increase net direct spending or
on-budget deficits in any of the four consecutive 10-year periods beginning in 2026.

H.R. 3144 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates  Reform Act and would not affect the budgets of state, local, or tribal
governments.
