Department of Homeland Security Cybersecurity Strategy Act of 2015

H.R. 3510 would require the Department of Homeland Security (DHS), within 60 days of
the bill's enactment, to develop a strategy to execute the department's cybersecurity
responsibilities under current law. The bill also would require DHS to issue a plan to
implement that strategy not later than 90 days after the strategy is developed and to deliver
the strategy and the plan to the Congress. Because DHS is currently developing a
cybersecurity strategy and would be able to meet the deadlines established in the bill, CBO
estimates that implementing the bill would not have a significant effect on the budget.
Enacting H.R. 3510 would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply.
H.R. 3510 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal
governments.
