a           Pursuant to section 3101 of the Concurrent Resolution on the Budget for Fiscal Year 2016 (S. Con. Res. 11), CBO estimates H.R. 1735 would increase
direct spending and net deficits by more than $5 billion in at least one of the four consecutive 10 year periods starting in 2026. In the ten years after
2025 mandatory outlays associated with retirement reform would accelerate as an increasing number of military members would be bound by the
rules of the new retirement system and would thus be eligible for a lump sum payment when they retire. In subsequent decades. however, the
savings from the reduced or forgone annuities would exceed the annual spending on lump sum payments.
