SUMMARY

H.R. 571 would limit the amount of awards and bonuses paid to employees of the
Department of Veterans Affairs (VA) and would modify the department's personnel
policies for employees in the Senior Executive Service (SES). In addition, the bill would
prescribe a comprehensive process for handling complaints by whistleblowers. CBO
estimates that implementing H.R. 571 would, on net, decrease costs by $36 million over
the 2016-2020 period, assuming appropriation levels are reduced by those amounts.

Enacting the bill would have an insignificant effect on direct spending over the 2016-2025
period; therefore, pay-as-you-go procedures apply. Enacting H.R. 571 would not affect
revenues.

H.R. 571 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act (UMRA)  and would not affect the budgets of state, local,
or tribal governments.


ESTIMATED COST TO THE FEDERAL GOVERNMENT

The estimated budgetary effect of H.R. 571 is shown in the following table. The costs of
this legislation fall within budget function 700 (veterans benefits and services).
