                                                                  July 21, 2015

                                 H.R. 158
Visa Waiver Program Improvement Act of 2015

As ordered reported by the House Committee on Homeland Security
                                on June 25, 2015

H.R. 158 would make administrative changes to the visa waiver program, under which
citizens of certain countries may visit the United States temporarily without a visa, and
would require the Department of Homeland Security to prepare several reports to the
Congress on national security issues affected by the visa waiver program.

Based on the costs of similar reports, CBO estimates that implementing H.R. 158 would
cost about $1 million in 2016 and less than $500,000 annually thereafter, assuming
appropriation of the necessary funds. Because enacting the legislation would not affect
direct spending or revenues, pay-as-you-go procedures do not apply.

H.R. 158 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates Reform Act and would not affect the budgets of state, local, or tribal
governments.

The CBO staff contact for this estimate is Mark Grabowicz. The estimate was approved by
H. Samuel Papenfuss, Deputy Assistant Director for Budget Analysis.
