The department already prepares annual reports on those projects, so CBO estimates that implementing H.R. 1637 would not significantly affect spending by DHS. Because enacting the legislation would not affect direct spending or revenues, pay-as-you-go procedures do not apply. H.R. 1637 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act. The CBO staff contact for this estimate is Mark Grabowicz. The estimate was approved by H. Samuel Papenfuss, Deputy Assistant Director for Budget Analysis.
